Standing Rules
Country Coach Texans of FMCA, Inc.

Duties of Officers

President:

  1. Presides at all meetings.

  2. Appoints committees and committee chairs as needed.

  3. Acts as the liaison between Country Coach Texans and FMCA.

  4. Appoints a parliamentarian who will advise the club on parliamentary procedure.

Vice President:

  1. Assists the president in the performance of his/her duties and in the absence of the president, performs the duties of the president.
  2. Secures rally hosts and helps to locate rally sites.

Secretary:

  1. Takes accurate minutes of each business meeting.
  2. Sends the minutes to the editor to be included in the following newsletter.
  3. Handles correspondence as directed by the president.
  4. Keeps and accurate and up-to-date record of membership records.

Treasurer:

  1. Collects all dues and other money due the club and pays out same as directed by the Executive Board.
  2. Renders a financial report and an up-to-date financial account at each meeting.

National Director:

  1. Keeps the chapter informed of items pertaining to the National Organization and of the FMCA Areas as well as keeping the National Organization apprised of items happening on the chapter level.
  2. Attends FMCA conventions, participating and voting during Governing Board meetings.

Alternate National Director:

  1. Shall assume the duties of the National Director in the event he/she is unable or unwilling to serve.

Rallies

  1. There will be no more than three rally hosts (couples) for each rally.  These hosts should elect the lead host who will coordinate all the tasks of the group.
  2. The rally fee will be waived for the three rally hosts, treasury permitting.
  3. Other CCT members will be asked to assist the rally hosts on an as-needed basis.
  4. In order to receive technical assistance at a rally, the coach must be a member of CCT.
  5. Rally hosts are in charge of the arrangements, safety, assistance in emergencies, maintenance of law and order, control of objectionable noise, placing of direction signs, ground housekeeping, control of campfires, food and program arrangements, establishment and collection of rally fees, and any and all other matters which relate to the physical arrangements and conduct of the chapter rally.
  6. At the close of the rally the rally hosts will submit to the treasurer and secretary a report of income and expenses. All supporting receipts along with any excess rally funds will be submitted to the treasurer. The rally host may enlist the aid of one or more assistant rally hosts as he/she may determine to be necessary to perform required duties.
  7. The rejection or acceptance of a written request for a rally fee refund will be based on whether a cost has been incurred by the chapter. Generally, refunds are given if notification is received by the rally host two weeks prior to the rally, thus allowing time for the rally host to change the number of catered meals. (This policy is based on FMCA guidelines.)
  8. The rally host may recommend that a refund be given if a cancellation is received after the deadline, but prior to the rally, provided that no funds have been obligated and the number of catered meals can be reduced.
  9. Upon request of the lead rally host, seed money of not more than $1,000 will be advanced to defray early rally expenditures.
  10. There will be a discount for early registration.  This will be determined by the rally hosts.

General

  1. Business meetings will be the second day of each rally, at 10:00 AM. Whenever possible, meetings will last no longer than one hour.
  2. The biennial (every two years) election of officers shall be at the fall rally.
  3. New members shall be required to pay an initiation fee in the amount of $25, or as decided by the executive board, and shall receive name badge(s), a copy of the CCT bylaws, and a membership list.
  4. Country Coach owners who may be interested in joining CCT may request a copy of the newsletter. They shall be sent two (2) newsletters and an informational letter about the activities. Potential members may attend two (2) rallies prior to becoming members as guests, after which they must make a decision about becoming full members before attending any future rallies.
  5. Neither the initiation fee nor the membership dues is refundable.
  6. The club may spend up to $50 for flowers or a memorial for deceased members who were active members at the time of their death.
  7. Gifts of no more value than $50 each may be given to outgoing officers.
  8. Robert’s Rules of Order (Revised) shall govern all procedures of this chapter not provided for in the by-laws.
